LETTERS ADDRESSED BY SRI J.V. RAMANA REDDY TO THE UNION HOME MINISTER URGING HIM TO KEEP UP UNITY OF THE STATE

The TDP MPs in Lok Sabha with placards opposed the division of A.P. went up to the Speaker’s podium, in December, 2009, also Mr. Y.S.Jagan Mohan Reddy snatched a placard from one of the members of TDP (Mr. Nimmala Kistappa) and demonstrated against the division.

Why the present TDP president was silent at that time if he has no objection for the division of A.P. When Mr. Payyavula Kesav, Mr. Yenamala Ramakrushnudu etc., MLAs and other party leaders were making statements in support of undivided A P. and made student community to demonstrate in support of united A.P. why did he not condemn? This shows his rank opportunism.

Late Sri N T Rama Rao started the TDP not for division of the state but for the unity and respect for Telugu people

Similarly Mr. Y. S. Jagan Mohan Reddy being the head of his party why he is not asking his party members not to make any statements against his actions in Parliament. Does it not mean that he is another rank opportunist?

The present BJP leaders have no national perspective and foresight to see the consequences of their actions, except to get recognition by occupying positions in their life time by any method

These so called leaders are taking advantage of ignorance of people, and misleading them who are gullible. If these type of people rule, they will surely dump public in Bay of Bengal. How can any person trust these so called leaders? Their opinions cannot be considered as the opinion of the people of the state.

.Some rational thinking people are also wondering who is corrupt, if all these type of leaders are honest and are for the welfare of people.

The then Home Minister’s statement of 9th December 2009 fuelled the fires, it has given an impression that the decision has been taken to divide the state of A.P. Since then people of all parties of Telangana region started competing in the race for separate state.
However, on December 23rd, barely a fortnight later, the Government made another statement overriding the earlier statement. This new statement is not being given any weightage by the self seeking politicians of Telangana region.

It is common sense; any statement made first will be annulled by the later statement. Hence in this case 9th December statement has no validity. Harping on that is foolish. Amended statement will always take effect over the previous one. Otherwise there is no meaning in amending the Constitution now and then.
Where were these so called champions of Telangana before 9th December, 2009?
‘Sons of the soil’ theory will ruin the unity of the nation. This can be supported by anti social and anti National elements only, which are not at all bothering for the future of the country.
Now- a- days most of the persons who are in or joining politics are only for making money by getting into positions. Some so called representatives of people are not to be seen or whereabouts them are also not known to public. Such persons’ opinions cannot be taken into consideration. Persons in politics who are shouting about corruption are only hypocrites.
Hence referendum is the only way to ascertain the opinion of people of the state.

The reason for opposing further division of linguistic states is only in the national interest.  Otherwise it is only an open invitation to anarchy and fragmentation of the country. And also for the advantage to hostile neighbouring countries who want to benefit from India’s disintegration.
We urge you not to do this, at least in honor of our former Prime ministers Mrs. Indira Gandhi and Mr. Rajeev Gandhi who laid down their lives for the unity of the country. Also we urge you not to waste sacrifices of many patriotic people of this country who sacrificed their lives in the freedom struggle; for the sake of shorter gains.

So for only Hindi speaking states only divided that too for the benefit of Tribals. Division of the A.P is going to split the tribal home lands of Koyas and Chenchus. Can anybody say in what way tribals will be benefited in separate state?
The present Telangana agitation is only for the revenues of Hyderabad city. The city of Hyderabad was built with the sweat and blood of many people who belonged to districts other than the present so called Telangana districts. There are many legitimate claims on the city and it is unfair to severe all those ties and create separate Telangana with Hyderabad at its center and exclude everyone else. The consequences of any such separation will be disastrous like what happened at the time of partition of India in 1947. 
Let us recollect what Mrs Indhira Gandhi stated in Parliament on 21st December, 1972 on Telangana issue.
Indira Gandhi mentioned in her above referred speech that there is rationality behind the formation of every State and we should not “break the foundation of that rationality in momentary passions.”  She also said that “separation is not the end of the problem. It is the beginning of another big problem, not for other states, but also for that area, that state itself.”
Indira Gandhi sagaciously questioned “Where will this process end...Where does anyone draw the line? Will each district want to be separate…Do you go back to the old, very small, princely states; do you go back to that? You cannot just say that because of backwardness, there should be division.”
We hope you will definitely protect the interests of the country, by declaring that the linguistic states will not be divided at all.
                   We request you to keep the national interest above all other interests.

We write to invite your attention to the rank opportunism of the Telugu Desam Party and the YSR Congress and the BJP in regard demand for a separate state for Telangana area of AP. You will recall that the TDP MPs in Lok Sabha opposed the division of A.P. by holding placards and went up to the Speaker’s podium, in December, 2009.  Mr. Y.S.Jagan Mohan Reddy also participated in that protest by holding a placardand demonstrated against the division.

Isn't it strange then that the TDP president Chandrababu Naidu who was silent at that time claims today that he has no objection for the division of A.P.?  When Mr. Payyavula Kesav, Mr. Yenamala Ramakrushnudu etc., MLAs and other party leaders were making statements in support of undivided A P. and encouraged the student community to demonstrate in support of united A.P. why did he not condemn? Doesn’t it show his rank opportunism? You will recall that the late Sri N T Rama Rao started the TDP for the unity and self-respect of the Telugu people.

We may similarly ask why Mr. Y. S. Jagan Mohan Reddy, being the head of his party, is not asking his party members not to make any statements against his actions in Parliament. Does it not mean that he is another rank opportunist?

Though the BJP is a national party, the present leadership of the party has no national perspective and foresight to see the consequences of their actions, except to get recognition by coming to power at any cost.

These so called leaders are taking advantage of ignorance of people, and misleading them who are gullible. If these types of people come to power, they will surely dump public in Bay of Bengal. How can any person trust these so called leaders? Their opinions cannot be considered as the opinion of the people of the state. In this regard, we offer a number of grounds for rejecting the demand for dividing the State.

Misrepresentations

The then Home Minister’s statement of 9th December 2009 fuelled the fires, it has given an impression that the decision has been taken to divide the state of A.P. Since then people of all parties of Telangana region started competing in the race for demanding a separate state. On December 23rd, barely a fortnight later, the Government made another statement overriding the earlier statement. This lataer statement is not being given any weightage by the self seeking politicians of Telangana region.

It is common sense that any statement made first is annulled by the later statement. Hence in this case 9th December statement stands annulled and has no validity. And harping on that is foolish. Amended statement always supersedes the previous one.
Fallacious arguments
The demand for separate Telangana is supported on the grounds of ‘Sons of the soil’ theory. This theory will ruin the unity of the nation. This can be supported by anti-social and anti-national elements only, which are not at all concerned about the future of the country.
Now- a- days most of the persons who are in or joining politics are only for making money by getting into positions. Some so called representatives of people are not to be seen or whereabouts of them are also not known to public. Such persons’ opinions cannot be taken into consideration

However, sentiments can be whipped up on any issue and if it is considered ‘sacred’ and is honored in one place, the sentiments of other areas also have to be honored including the states demanding for secession from the country.
So for only Hindi-speaking states only divided that too for the benefit of Tribals. Division of the A.P is going to split the tribal home lands of Koyas and Chenchus etc.Can anybody say in what way tribals will be benefited in separate state?
Revenues of Hyderabad, the only interest
The present Telangana agitation is only for the revenues of Hyderabad city. The city of Hyderabad was built with the sweat and blood of many people who belonged to districts other than the present so called Telangana districts.
There are many legitimate claims on the city and it is unfair to severe all those ties and create separate Telangana with Hyderabad at its center and exclude everyone else. The consequences of any such separation will be disastrous like the happenings at the time of partition of India in 1947.

In the present instance even claims of backwardness do not hold water, because in comparison to some other regions of the state Telangana is quite well developed

We have written to you on these subject risks of further dividing linguistic states. However, as your government is set to take a decision on Telangana in the next few weeks, we feel compelled to impress upon you the need for caution by highlighting some events and processes of the past few years to underscore our position against further division of linguistic states.

In this connection, let us remind you of late Mrs. Indira Gandhi’s speech in the parliament on 21st December, 1972 on Telangana issue.
Stating unequivocally that there is rationality behind the formation of every State; she said that we should not “break the foundation of that rationality in momentary passions.”  She also said that “separation is not the end of the problem. It is the beginning of another big problem, not for other states, but also for that area, that state itself.”
She asked “Where will this process end...Where does anyone draw the line? Will each district want to be separate…Do you go back to the old, very small, princely states; do you go back to that? You cannot just say that because of backwardness, there should be division.”
In continuation of this logic of unity of the state, late Sri N T Rama Rao started the Telugu Desam party not for division of the state but for the unity and respect for Telugu people.

It was in continuation of this same logic that the Telugu Desam MPs in Lok Sabha protested with placards opposing the division of A.P. and went up to the Speaker’s podium, in December, 2009. Mr. Y.S.Jagan Mohan Reddy also joined this protest by snatching a placard from one of the members of TDP (Mr. Nimmala Kistappa).

Compare this with the stated position of the present Telugu Desam president Chandrababu Naidu that he is not opposed to the division of the state. If he does not have objection to the division of the state, why did he allow his MPs to protest in the Parliament on that day. When Mr. Payyavula Kesav, Mr. Yenamala Ramakrushnudu etc., MLAs and other party leaders were making statements in support of undivided A P. and made student community to demonstrate in support of united A.P. why did he not condemn it?

Similarly Mr. Y. S. Jagan Mohan Reddy being the head of his party why he is not asking his party members not to make any statements in support of division of the state and undermining his public stand of 2009?

And then finally, isn’t it clear that the  present BJP leaders have no national perspective and foresight to see the consequences of their actions, except to get recognition by occupying positions in their life time by any method?

It is precisely these classes, which are now attempting to return to power through the demand for Telangana. The entire Telangana movement is nothing but the manifestation of the resentment of the feudal lords who were effectively neutralized after the formation of the linguistic state. There are many legitimate claims on the city and it is unfair to severe all those ties and create separate Telangana with Hyderabad at its center and exclude everyone else. The consequences of any such separation will be disastrous like what happened at the time of partition of India in 1947. 
We hope you will definitely protect the interests of the country, by declaring that the linguistic states will not be divided at all.
                   We request you to keep the national interest above all other interests.

We request you not to disturb the unity of the country by not yielding to the black mailing tactics of the selfish and power-hungry politicians of various political parties. Their main aim is only to loot the public wealth by grabbing the power by hook-or-crook. In today’s culture, wealth covers up all sins, however heinous and brings power. Most of the politicians of our country are not worth mentioning. And most of them are hypocrites.

We are hoping that you will take right decisions on the separatist movements in the Country and will strive to keep the unity of this country also guard against the divisive forces demanding separate states with a view to advancing their interests.

We therefore urge you not to divide language - based states any further.
backwardness
Backward areas of all states should be identified and appropriate measures should be taken to develop them on par with other areas.
Small states
Some theoreticians may say smaller states will help faster development and may make Center strong. How?  What is the experience of north eastern states? This proposal is not valid for the following reasons:
·         Small States with smaller Assemblies mean political instability and inflaming public passion and inciting chauvinistic sentiments in the masses will ultimately lead to no development.
·         Small States will give scope for anti-social, power-hungry, unemployed politicians, etc., to arouse irrational sentiments to participate in agitations with divisive forces.
·         Most of revenues available will be sufficient for non-plan expenditure.
·         Smaller states lead to the emergence of more regional parties,
·         This will make it very difficult to form government at the centre,
·         Frequent elections, disruptions to governance and increased expenditure,
·         In the age of advanced science and technology and improved communication and transportation, the size of a state is no impediment for its harmonious growth and development
·         Interstate disputes over water and other resources will multiply,
·         In small states the voice of daily wage labourers will dwindle.
Telangana agitation
Telangana agitation is the product of small minds. The quality of a small mind is to think narrowly in terms of regional, communal, caste terms.

Power-hungry and selfish politicians are instigating people in the name of ‘sentiment’ for fragmentation of states and the poor and gullible people are carried away by them without any understanding of the realities.

After the formation of A.P. in 1956 the people who enjoyed absolute tyrannical power over the working class in this region lost it.
Since then the working classes who were under the clutches of Patels, Patwaries and so called Doras have slowly started coming out of the shackles of these merciless exploiters.
The heads of the villages of these districts were ruthless feudals who have no human values. Their duty was only to salute the Nizam and treat the working class as slaves.
The feudal lords under Nizam thought after his rule they will be in full control of the region and can become new Nizams of their respective areas. Unfortunately for them it did not happen.
Self respect of common people has improved in Telangana only after 1956. Earlier these people could not wear foot- ware in the presence of so called Doras, Patels, and Patwaris and also they were forced to run on barefoot before and on either side of their horse carts.
And also they were made habituated to utter humiliating words like “Nee kalmoktha Dora” (I worship your feet), “nee banchan Dora” (I am your slave), etc.
The conditions of the working class have started slowly improving.  And they have slowly getting educated which was a dream for them earlier.
Bonded labour which was prevalent in this region is also abolished.
These developments have irked the earlier bosses and their offsprings of the erstwhile Hyderabad province of A.P.  Hence the agitations.
Telangana is wanted only to profit from Hyderabad resources without competition from the capitalists of other regions. Those who will benefit are not the common people but the ruling class and the capitalists of Telangana.  If they are really interested in the welfare of people who are living in rural areas then why bother for Hyderabad.
That is the game plan of the ruling class of Telangana. The common people do not see this game plan. They become the fodder to the agitation. They lose their studies and risk their limbs. Anyway, study is arduous and dull. Agitation gives temporary significance to otherwise insignificant lives.

Hyderabad

Hyderabad was never Capital for Telugu speaking area exclusively.

Hyderabad was the capital of Nizam’s State and not of the present so called Telangana districts. Nizam’s State included the ceded districts of Rayalaseema and even a number of coastal districts, besides other areas of Karnataka and Maharashtra. So, how can the present districts in question claim Hyderabad as their Capital?
Hyderabad was built and developed by the revenues of the entire Nizam’s State mostly from the revenues of coastal districts but not from the present so called Telangana districts, and their contribution is negligible.
During Qutub Shahis and Nizams rule the Andhra Region and Rayalaseema Region as well as the present 9 districts of Telangana were together.
During Nizams rule the Andhra and Rayalaseema Regions were given to the Britishers at different times.

It was only in 1956; Hyderabad became the capital for the Telugus on the recommendation of First State Reorganization Commission, to avoid unnecessary expenditure on infrastructure development. It is how for the first time Hyderabad has become the capital for Telugu people, but not for so called districts of Telangana which were under Nizam.
The reasons for opposing division
Division of the State should not be a precedent for other divisive forces..  Divisive forces of other Linguistic States are keenly watching the developments of A.P. There are so many waiting in the wings to pressurise for their claims.
In A.P’s. case, there is not even the excuse of backwardness. Telangana has prospered a lot more than the other regions after the formation of the state of Andhra Pradesh.
Self respect of common people has improved in Telangana only after 1956.
The conditions of the working class have started slowly improving.  And they have slowly getting educated which was a dream for them earlier.
Can anybody say the division of the state is going to help the most neglected Primitive/Hill Tribes?
Inspite of lack of proper basic infrastructure, amenities such as raw material, transport, power, water etc., Central and State Governments established industries in and around the capital city.

Division of the State is going to split the tribal home lands of Koyas and Chenchus leading to these tribes losing whatever little influence they now have and make them fight among themselves leaving to the mercy of exploiters.
Telangana separatists’ politics will ultimately lead to the disintegration of the nation. It is only an open invitation to anarchy and fragmentation of the country. And also for the advantage to hostile neighbouring countries who want to benefit from India’s disintegration.
‘Sons of the soil’ theory will ruin the unity of the Country and only anarchy will rule. Had the authorities taken a strong step at the initial stage, the Siva Sena and like parties would have not come up and the Country might not have faced problems with these divisive forces.

Historically, Telangana means Telugu speaking area and was not restricted to the present nine districts of Telangana. It extended up to the coast. That is how it is depicted in a Map (early 16th Century) from the book: ‘India- A History” by John Keay (page 280) published by Harper Collins

Telangana protagonists arguments are absurd. It is common sense that any statement made first is annulled by the later statement. Hence in this case 9th December statement stands annulled and have no validity. And harping on that is foolish. Amended statement On December 23rd always supersedes the previous one.
In the liberation struggles against Nizam leading role was played by the people from coastal districts of Guntur, Krishna etc. along with people from Nalgonda, Warangal etc.\

People from Rayalaseema and Coastal Andhra regions have invested their resources and wealth in Telangana region and developed it and settled there. They have not taken out even a single pie from Telangana region to their regions.

Government employees must be made to know that they are only public servants but not masters. And their unions can fight for their service matters but not involve in politics.

Teaching community also should be treated on par with any other government employee. They should not be given any extra privilege.
Can’t anybody see the sakala janula samme is a mockery in democracy? Can anybody say how the interests of the people of different occupations are affected to participate in so called sakala janula samme? For example hawkers, barbers, autowallas etc. are really benefitted in all respects only after formation of .united state of A.P. 
BJP
BJP leaders have no foresight to note that formation of more states by dividing the existing linguistic states would only be an invitation to more and more problems such as water disputes, border disputes etc. and ‘say’ of the working class will dwindle. It says that it has created three new states but because of TDP it could not create Telangana. That shows they are only interested in power not the welfare of people.
The BJP party which poses as the champion of protecting the interests of the Nation has no concern for the welfare of the working class. The so called leaders of A.P. of that party have amassed wealth by all foul means and these so called leaders shout from house tops about corruption and injustices. Some of the leaders who have no means of their own even to pursue studies, to-day they are worth thousands of crores of rupees.  BJP has no moral right to talk against corruption, since how it compromises with corrupt leaders of Karnataka and Maharashtra is known to everybody.
Communists
instead of uniting working class and work for removal of regional feelings, they want to divide them and create regional ill feelings among them.  Some CPI leaders in earlier days fought for Visalandha and started a news paper and other publications in the name of Visalandha. Now the same party leaders are bent upon creating rift among people of different regions for the sake of one or two seats in legislature. Because of these people the public do not trust the party. 
TDP
You will recall that late Sri N T Rama Rao started the TDP for the unity and self-respect of the Telugu people. The present leaders who are responsible to make him suffer with mental agony are gradually taking steps to erase his name from the minds of public. First step they did was removal of all social welfare schemes implemented by him. Now they bent on creating rift among Telugu people and fight among themselves for ever.

You will recall that the TDP MPs in Lok Sabha opposed the division of A.P. by holding placards and went up to the Speaker’s podium, in December, 2009.  Mr. Y.S.Jagan Mohan Reddy also participated in that protest by holding a placardand demonstrated against the division.

Isn't it strange then that the TDP president Chandrababu Naidu who was silent at that time claims today that he has no objection for the division of A.P.?  When Mr. Payyavula Kesav, Mr. Yenamala Ramakrushnudu etc., MLAs and other party leaders were making statements in support of undivided A P. and encouraged the student community to demonstrate in support of united A.P. why did he not condemn? Doesn’t it show his rank opportunism? You will recall that the late Sri N T Rama Rao started the TDP for the unity and self-respect of the Telugu people.

Jagan mohan reddy’s Party (YSRCP)

We may similarly ask why Mr. Y. S. Jagan Mohan Reddy, being the head of his party, is not asking his party members not to make any statements against his actions in Parliament. Does it not mean that he is another rank opportunist?

Sir, decide whether you want to preserve the unity of our country or yield to the pressure tactics of blackmailers. Separation of the State has to be averted at any cost; otherwise there will not be any end for this kind of demands of regionalism in the Country. This will become a precedent for others to arouse irrational feelings to take up agitations which will finally lead to destruction of property, ill-will and hatred between people living harmoniously and peacefully.
Take the example of Creation of Pakistan, It created hatred and religious fanaticism between the people who lived harmoniously as brothers and sisters.
We request all the right thinking people to work for the unity of the country and welfare of the society.
