Presentation to Shri GHULAM NABI AZAD, By Public representatives from Andhra Pradesh for SAMAIKYANDHRA on 10 August 2011 on the following:
1. The entire present Andhra Pradesh (Telangana, Andhra, Rayalaseema) were together under one umbrella for over 3,000 years except for 150 years (from 1800 to 1956). ‘Andhra’ is the lineage of Telugu-speaking people. Telangana means place of ‘Telugus’.
2. Out of 400 years of Hyderabad history around 250 years it was the capital of entire current AP. Even those remaining 150 years also, lease amounts received for leasing Andhra to British were also utilized for the development of Hyderabad. Qutub Shahi dynasty and the Consolidated Nizams dynasty, in fact, encompassed almost the entire current AP for over 200 years with Hyderabad as its capital.
3. It is only Telangana leaders like Raavi Narayana Reddy, Suravaram Pratap Reddy, Makhdoom Mohiuddin, who have lobbied extensively for creation of Vishhalandhra and convinced Seemnadhrs leaders for the merger. People of Rayalaseema have sacrificed in shifting the capital to Hyderabad, in the interest of unity of Telugus.
4. Parliamentary proceedings on Andhra State Bill, 1953: Nizamabad MP, Karimnager MP, Hyderabad MP and all other MPs demanded immediate disintegration of Hyderabad State and merger of Telugu parts of Hyderabad State with the Andhra State.
5. PM Pandit Nehru in 1956 announced formation of Vishalanadhra at Nizamabad. The big gathering of 4 lakh people cheered the announcement.
6. Gentleman's agreement, which was valid only for 5 to 10 years, ceased to exist in all respects with the proclamation of the presidential Order of 1975.
7. There are no violations in Gentleman's agreement, 6-Point Formula and 610 GO.
8. People and most of the parties agitated in all the regions unanimously for separate Statehood in Jai Telangana and Jai Andhra movements in 1969 and 1972. But Indira Gandhi stood like a rock in the national interest. Address of Indira Gandhi in Lok Sabha, 1972: “Separation is not an end of the problem. It is the beginning of another very big problem, not for other states but also for that area; that state itself. The capital belongs to both regions.”
9. Slogan for separate Telangana was started by Maoists in 1996 after. Which was picked up by BJP in 1998 at [its] Kakinada Convention - 'one vote, two states’. After 3 States are conceded by BJP, demand for Telangana was put forth by unemployed politicians.
10. The Congress Working Committee in 2001 adopted the resolution for constituting the Second SRC. Congress Stand always is for 2nd SRC. Congress got an agreement signed by TRS to accept for 2nd SRC as a stipulation to form the electoral alliance in 2004. UPA stand was consultations and consensus.
11. KCR, was a Cabinet Minister in the TDP Govt. for 4 years, i.e., till 1999. After he was denied the Cabinet berth, he started propogating that injustice was being done to Telangana region.
12. [Separate Telangana] Demand - Began with backwardness - ended with self-Rule - When it was coming to the public knowledge that Telangana had indeed taken the lion’s share of the incremental economic growth and development that has taken place post 1956, Separatists have shifted the basis of their demand for separate Telangana state to ‘self-respect’ and ‘self-rule’
13. The most backward region of Hyderabad Princely State was merged with Andhra State in 1956. Today, Telangana is the most developed region, whereas Rayalaseema and Uttarandhra are the most backward. Deprived region is Rayalaseema not Telangana.
14. With the separation of the State, all the projects under Jalayagnam, Polavaram, Pranahitha-Chevella, Devadula Projects, etc. will come to halt, till water sharing disputes are settled between the States. Sharing of Godavari and Krishna River waters will always be continuous and contentious issue forever.
15. In 1956, the population of Telangana, including Hyderabad, was only 34.4% compared to total Andhra Pradesh population. As per 2011 census total population of AP is 8.47 crore. Under normal circumstances of population growth rates the population of Telangana region could have been only 2.91 crore (@34.4% to total population). But, as per 2011 census the population of Telangana is 3.53 crore (i.e, 41.7% of total population). This extra population Growth of 62 lakhs is only because of its migrations, mainly from Seemandhra region. Migrations from outside the State are not more than 10% of total migrations, hence, net migrations from Seemandhra region are 90% of the extra population. Hence, migrations from Seemandhra to Telangana (mainly Hyderabad and
surrounding Districts) are minimum 55 lakhs.
16. Except for Visakhapatnam Steel Plant, more than 30 Central PSUs intended for whole of Andhra Pradesh are located only in capital city Hyderabad and in the surrounding districts.
17. Out of 12.5 lakh Govt. jobs, Telangana has 47.23% of Govt. Jobs, whereas its population is only 41.7%. Seemandhra has a population of 58.3% but has only 52.77% Govt. jobs. Hence, Telangana has more Govt. jobs compared to Seemandhra.
18. In 1956 share of Telangana in the total rice production of the AP State was only 18%, now it has [been] increased to 40%. Rayalaseema’s foodgrain share was reduced from 20.5% to 8.5%, from 1956 to 2010, which clearly demonstrates that Rayalaseema is the most effected [sic - [adversely] affected] in the food grain production. Food grain production in Telangana more than that of Karnatka and Tamilnadu.
19. Telangana benefits from all the three Major Irrigation Projects Sriram Sagar, Nagarjuna Sagar, Srisailam. Whereas, Rayalaseema and Telangana [sic - [coastal] Andhra] were [sic - are] benefited from only one Project each.
20. The envisaged political instability, coupled with Maoism in Telangana, would be a lethal combination and will act as a breeding ground for religious fundamentalism to flourish because of sharp communal divide exist [sic - that exists] in the region. Telangana with or without Hyderabad would experience religious extremism and Maoist activities.
21. “Hyderabad and Secunderabad, including Bollaram has to be made a SEPARATE STATE under Chief Commissioner and should be made as second capital of India. The formation of linguistic States cannot be decided by hooliganism. It must be solved by cold blooded reasoning. What the SRC has created is not a mere disparity between the States by leaving UP and Bihar as they are, by adding them to a new and a bigger MP with Rajasthan, it creates a new problem of North versus South. Consolidation of the north India and balkanisation of the South is not the way.” – “Thoughts on Linguistic States” by Dr. Ambedkar.
22. Through its appreciable efforts, the Srikrishna Committee has done justice to the task given to it and came out with a comprehensive impartial Report and has suggested 6 options, but made only one recommendation, i.e., ‘Keeping the State united’, which is the sixth option. At the request of all the political parties, the Committee was formed and all the political parties, except BJP, met the Committee and presented their viewpoint and stand. Therefore, recommendations of the Committee are binding on all the political parties. Hence, Central Govt. has to accept the obvious recommendation of the Committee and take the bold decision of keeping the State united, which, definitely, would be widely appreciated in the entire State.
23. On the important issue like formation of New States under Article 3 of the Constitution of India, the Central Government must first come up with a policy of its own for future States’ reorganization instead of addressing the issues selectively as and when the agitational demands crop up.
